A novel two-layer architecture is proposed for a 4x4 Nolen matrix in SIW technology. The matrix employs a newly developed two-layer SIW coupler offering independent control of the transmission phase and the coupling level. Simulated results show very good agreement between calculated and theoretical amplitude and phase output excitation laws with maximum amplitude error of 0.9 dB and 1.6 deg phase error, while return and isolation losses are below 16 dB at 12.5 GHz.
