Abstract:
All around the world the issue of next generation access and deployment of fiber-based access networks is gaining importance. Most countries concerned have realized that there are a number of technical and economic challenges involved in inducing the investments that would be necessary to deploy such networks. Two major issues that have proven to be especially relevant in this connection are cooperation and financing. The paper looks into these two aspects based on a project undertaken in cooperation with the Austrian regulatory authority in 2009 regarding the design of the framework conditions for broadband access networks.
