Abstract:
This paper covers the 3GPP standard for pan-European in-vehicle emergency call service (eCall) which is envisioned to be used over automatic mobile 112 calls in radio networks across Europe. The main purpose is that an in-vehicle system (IVS) provides additional emergency data (e.g. accident location, car type, estimate of passengers) to a public safety answering point (PSAP) by transmitting a standardized “Minimum Set of Data” (MSD) via an in-band modem over the established 112 voice link. An extensive field test campaign has been conducted by Qualcomm in 15 countries throughout Europe to assess the performance of a commercially available eCall implementation in 48 mobile networks. The test environment will be described together with first results analyzing the reliability and duration of the MSD transmission.
