Abstract:
The following article results from a comprehensive, qualitative study of investment plans for installing high-speed networks in suburban and rural areas in Germany. The study’s particular purpose was to identify special implementation models that enable the realisation of such infrastructures without public grants. This article summarises factors that appear to be significant for the success of such investment plans (public or private). The study revealed that communities, particularly community authorities, significantly influence the chances of success for such investment projects, regard-less of whether the initiative is publicly or privately financed. Both potential investors and authoritative decisionmakers should be informed of the success factors that have been identified.
