In this paper, we investigate underlay device-to-device (D2D) communication in an uplink heterogeneous network (HetNet) with rate constraints for cellular users and D2D transmitters. A new heuristic algorithm is proposed to allocate subchannels and power to cellular users and D2D transmitters to achieve their required rate. Simulation results show that more D2D transmitters achieve their required rate by the proposed algorithm than by a conventional one.
