Abstract:
This paper describes an automated monitoring concept for Frequency Containment Reserves (FCR) during operation. Such a procedure is necessary due to the increased share of decentralized Technical Units (TU) in FCR provision. Manual monitoring, as was carried out with the previously manageable number of large TU, is no longer practicable in the future. In the method developed, a tolerance channel is created based on the FCR set point, defining the admissible range for FCR activation. This channel is defined by means of a dynamic model corresponding to the slowest TU that is still SO-GL (System Operation Guideline) compliant. Since the activated FCR measured in real TU contains noise, a minimum tolerance channel width is also introduced. A potential frequency filter can also be taken into account. The actual FCR activation is then normalized with the help of the tolerance channel. This enables a clear presentation of the results for longer time periods. Finally, the distinction between different kinds of non-compliance in the FCR activation (e.g., delayed activation) is discussed.
