Abstract:
The increasing IT/OT-convergence introduces new cyber-security threats for the monitoring and control of power sys-tems. Especially the dynamic operation and handling of transient events is highly vulnerable to cyber-attacks and requires an adaptation and extension of existing dynamic control center architectures. This paper describes a cyber-security testbed based on a real-time grid simulator to evaluate the effectiveness and demonstrate the integration of active and passive cyber-security measures like network intrusion detection systems and encryption modules into the dynamic operation of power transmission systems. Also, a message-broker based data stream management allows the integration of conventional control center applications. With that, the cyber-security testbed provides a comprehensive cyber-physical situational awareness for steady state and transient operational conditions in the presence of additional cyber-attacks.
