Abstract:
Although curative congestion management offers several advantages over preventive congestion management, its integration into existing electrical transmission grids has not yet become a priority. Part of the reason is the challenge to systematically assess risks, especially through reliability calculations, associated with this new strategy, which relies heavily on allowing assets to be operated out of specification for a short amount of time. While a framework for calculating the reliability of curative congestion management exists, its implementation still requires manual engineering efforts. To facilitate automation, this paper presents a view on the InnoSys 2030 system operation process for curative congestion management, as required for reliability calculation, and decomposes it into models of increasing complexity. The simplest of these models, the Single-Pass Model for Special Protection Schemes, is designed in depth, enabling the creation of a Boolean expression (i.e., a reliability block diagram) without requiring additional decisions outside of parameter selection and communication route configuration. A simple example illustrates how the model can be applied within a framework for calculating the reliability of curative congestion management.
