The transmission network expansion planning (TNEP) has as a goal to provide a coordinated development of a reliable, efficient and economic power transmission system for the users. Within the deregulated environment, market based approach is very popular. Considering the nowadays deregulated environment, TNEP is subjected to different requests, unlike the traditional approach of the transmission network expansion. Taking into consideration these facts, new tools and methodologies are necessary to be developed, according to the actual conditions. This paper aims to elaborate an original mathematical model used for transmission expansion planning in case of deregulated environment. This model is based on congestion management driven TNEP. A multi-objective function is proposed, several criteria are considered: According to the new operating conditions of the power systems, in the following, the probabilistic approach is tackled. The Romanian Power System is used as a case study.
