Abstract:
The construction and implementation of electric vehicle charging station (EVCS) project can effectively alleviate environmental pollution problems. However, the EVCS project has the characteristics of large investment and long franchise period. At the same time, it also involves multiple project participants, complex relationship and many potential risk factors. This paper first identifies the potential risk factors of EVCS project, establishes the EVCS project risk evaluation index system including 12 secondary indicators from the four dimensions of policy, technical, market and construction and operation, and then develops the project risk evaluation model based on best-worst-method (BWM) and Vague set techniques. Finally, taking an EVCS project in a region as an example, this paper makes an empirical analysis to verify the effectiveness of the proposed model, which can improve the risk prevention level and response ability of investors.
