Abstract:
Under the objectives of "carbon dioxide peaking and neutrality" and large-scale new energy connected to the grid, the construction of the ancillary power service market has accelerated, the increase of ancillary service entities and the intensified market competition have also caused market power problems. In order to accurately identify market power and control its harm, the article summarizes the characteristics of various types of ancillary service markets in China and other countries, and proposes market power judgment methods suitable for different types of ancillary services, and analyzes the application situations of market power control measures in combination with the cost of ancillary services, and finally summarizes the general ancillary service market power control process. The analysis shows that analyze market power of ancillary services needs to be based on the principle of oligarchy, combined with analysis of market behavior, and ensure fair competition to promote the healthy development of the ancillary service market.
