Abstract:
COVID-19 has had a significant impact on international logistics chains and normal port operation efficiency. The epidemic in Shenzhen on May 21, 2021 led to a serious decline in the operation efficiency of the initial container port and port congestion. This paper conducted statistical analysis on the waiting time at anchorage and the berthing time at terminals of major container ports in China, and studied the composition of container ships stopping time at port under the normalized epidemic prevention and control. It establishes the calculation model of the number of ships and days at anchorage, and reveals the mechanism of port congestion caused by the increase of ships stopping time at port. The result shows that reducing the average time at port to less than 24 h is very useful to alleviate port congestion, so the optimization strategy of container ship stopping time at port is proposed.
