VDE-AR-N 4001 Anwendungsregel:2011-04

This VDE application guide contains requirements for the qualification of personnel and the organization of companies for the operation of electrical power networks.
The objective is to make a contribution to the personal and technical performance of such companies.

The law on the reorganization of the German Energy Industry Act (Gesetz zur Neuregelung des Energiewirtschaftsrechts, EnWG) and its explanatory memorandum require companies to fulfil personal, economic and technical requirements for the operation of electrical power networks in order to guarantee the safest possible, economic and environmentally compatible energy supply in the long run.

A prerequisite for this is in particular sufficient qualification and organization to guarantee careful planning, and construction, operation and maintenance of the necessary supply plants and equipment complying with the relevant safety and environmental regulations.
