This part of IEC 61960 specifies performance tests, designations, markings and dimensions, and other requirements for lithium secondary single cells and lithium secondary batteries for portable devices. The aim of this document is to provide purchasers and users of lithium secondary cells and batteries a set of evaluation criteria to assess the performance of a wide variety of lithium secondary cells and batteries from different manufacturers. Portable equipment includes hand-held devices, transportable equipment and mobile equipment. Examples of the main applications are given below: a) hand-held equipment: smart phones, tablet PCs, audio/video players and similar equipment; b) portable equipment: notebook computers, CD players and similar equipment; c) mobile equipment: - with a mass of 18 kg or less and not stationary or - equipped with wheels, rollers or other means to facilitate movement by a normal person as needed to carry out the intended application; - electric tools, electrically assisted bicycles; video cameras for commercial purposes and similar equipment. NOTE 1 All devices with batteries whose nominal voltages are equal to or greater than the dangerous DC voltage of 60 V are excluded. NOTE 2 EESS (Electrical Energy Storage Systems) and UPS (Uninterruptible Power Supply) in which batteries with an electrical energy exceeding 500 Wh are used, are excluded. NOTE 3 Self-propelled vehicles are excluded. This document specifies the minimum required performance level and a standardized procedure for conducting the tests and presenting the test results to the user. This makes it possible for users to determine the service life of commercially available cells and batteries from the given specification and thus to select the cell or battery that is best suited for the intended application. The end user can only handle batteries that fully meet all requirements of this document and other safety requirements, such as those according to IEC 62133-2. In this document, lithium secondary cells and batteries with a range of chemical compounds are compounds. Each electrochemical pairing has a characteristic voltage range, over which it can deliver its electrical capacity, a characteristic nominal voltage and a characteristic final discharge voltage during discharge. Users of lithium secondary cells and batteries are asked to contact the manufacturer if they have any questions.
