This paper describes the detailed theoretical architecture of the Service Discovery and Distribution System (SDDS) based on the Capability Exchange Mechanism (CEM) in Peering Networks between IP-Multimedia Networks (IMN). The system enables liberalisation and service variety as a consequence of technical requirements independently of the particular used Core Network (CN) architecture or subsequent interworking issues. Transformation models between business aspects according to the enhanced Telecom Operations Map (eTOM) and technical conditions have been specified. Monopolisation will be prevented in consideration of regulatory related framework requirements. To strengthen the proposed approach that a matrix of capability tuples logically describes a network, a composite service is originated of interdependent parts. These service parts are distributed within the interconnected networks and combined in consideration of provider dependent policies. A stratum independent integration of 3rd party service providers will be enabled by the proposed system to improve liberalisation, service variety and competition aspects. Furthermore, a favourably side effect is represented by the enhanced utilisation of distributed network resources. Involving specialised 3rd party service providers featuring additional capabilities will be supported by the SDDS as well. A final routing decision for a particular service will be agreed under consideration of Quality of Service (QoS), reliability, accessibility, availability, load-balancing, least cost, terms of contracts, etc., to enhance the Quality of Service Experience (QSE).
