Influence of 15-minute contracts on frequency deviations and on the demand for balancing energy

In the European power system, an increasing share of the total electrical power demand is satisfied with standardized 1-hour contracts on the spot market. This results in deterministic imbalances between power generation and consumption distinctively shortly before and after the full hour mark. This effect can be observed in the system frequency as well as in the activation of Frequency Restoration Reserves. In December 2011, 15-minute contracts have been introduced as additional product on the German intraday spot market at the EPEX SPOT Power Exchange. A statistical analysis suggests that these contracts have in the beginning mostly been used by transmission system operators to market the power generation of solar power plants in Germany. Consumer balancing groups rarely used 15-minute contracts after their introduction but increased their usage in the subsequent years. The increased usage reduces deterministic imbalances in the German control block. It also correlates with reducing frequency deviations, which are however not as evident.
