The decarbonization of the power industry and electrification of the mobility and heating sector challenge the secure operation of distribution networks. Possible network congestions need to be identified and managed on all voltage levels. Therefore, the application of information and communication technology (ICT) for the monitoring of distribution substations is crucial. Many options of smart applications for monitoring concepts can be utilized, so that it is important to install suitable measurement and transmission technology with a consistent ICT strategy. In a pilot project in Cologne 14 distribution substations were developed to test different combinations of smart applications. The experience of the development and operation allowed Rheinische NETZGesellschaft (RNG) to define which ICT strategic approach is used for the standardization of smart distribution substations in Cologne. The evaluation of the monitoring data identified temporary phase asymmetries and high load factors in some low voltage cables. Consequently, a rollout of measurement and transmission technology with the renewal of smart distribution substations is a necessary step and lays the foundation for more transparency of medium voltage and low voltage networks.
