In this paper we propose a new movement–distance–based location update procedure for Personal Communication Service networks. In this procedure, the mobile terminal stores in its local memory the identification of a set of cells, X, within a distance H (in terms of cells) from the cell where the last contact between the mobile terminal and the network occurred. In particular, the mobile terminal stores the identification of all cells within a distance H - 1 with probability 1, and with probability r the mobile terminal stores the identification of each cell that are at a distance H. When the mobile terminal visits a cell the following action is taken: if the identity of the visited cell is stored in the local memory of the mobile terminal, its movement counter is reset to zero; otherwise its movement counter is increased by one unit. In the latter case, if the counter has reached a given threshold d = D - H > 0 the mobile terminal sends an update message to the network’s system database and the set of cells, X, is updated accordingly.
