Automatic Generation Control (AGC) and Automatic Voltage Control (AVC) are the key approaches in the control of power systems. Meanwhile, the coordination of AGC and AVC is a difficult problem in the research. In this research project, using advanced control technology, the Hierarchical Coordinated Optimizing Control (HCOC) of the AGC and AVC has be realized, which plays a crucial role in ensuring the economic and secure operation of power system. With the concepts and research approaches of hybrid control system, the hierarchical theoretical framework and mathematic model of the HCOC system is built. In this system, the control commands generated from the AGC and AVC systems are analyzed and coordinated automatically based on the relations of complex control objectives. Also, we have studied the hierarchical functional modules and their corresponding algorithm and designed the automatic close-loop control flow. In the HCOC system the hierarchical positions, functions and interface standards of the original AGC and AVC system are studied, also the interactions and feedback mechanism between different layers have been analyzed. Taking the above approaches, HCOC system can improve the dynamic performances of frequency and voltage, enhance the power system's stability and security, and meanwhile reduce the transmission losses. It should be noted that the concept and research approaches of HCOC system are also practical in other industrial control systems, including complicated manufacturing systems and some process optimizing systems.
