Spectrum occupancy rate (SOR) is an important parameter to indicate spectrum utilization efficiency. CDF (Cumulative Probability Distribution Function) based SOR measurement method using least square estimation of Gaussian noise time period was proposed to measure SOR, however Gaussian noise power CDF is required as reference for each frequency bin and the noise uncertainty degrades SOR measurement performance. To solve this problem, this paper proposes an advanced CDF based SOR measurement method by simultaneous estimation of Gaussian noise power and time period. Computer simulations and experiments for SOR measurement performance evaluation confirmed that the proposed method achieves accurate SOR measurement performance in low SNR conditions even if noise uncertainty exists.
