This paper presents a methodology for increasing reliability of electricity supply in common distribution systems as well as dwindling the value of total lost loads when a shortage or outage of electricity supply from outside arises. Following a damage to a power system, it utilizes available local distribution generations to keep operations of electricity loads at appropriate levels. Basing on the design of up-to-date distribution systems, operations and the hierarchical structure of Local Energy Clusters are described. Additionally, authors provide the optimization model which emulates real-time operations, aiming to minimize both the value of total lost loads and costs of used fuel resources.
