The electrical power system is subjected to change, due to climate policy objectives. Especially the steadily increasing amount of installed renewable energies leads to a significant change of the generation and results in shut down and decommission of conventional power plants. This deficit challenges nowadays operational concepts and requires a re-thinking, how to provide ancillary services in future time while keeping today’s level of security of supply. One aspect is system restoration. This paper presents a methodology for the evaluation of existing black start units considering their system restoration’s impact and capability. Furthermore, an optimization method for the determination of black start units’ optimal locations and number is proposed.
