In order to alleviate traffic congestion in the bottleneck of highway and improve the efficiency of operation, an integrated control method of RM and VSL based on Internet of Vehicles is proposed. Multi-agent deep deterministic strategy gradient algorithm is used to combine RM control agent and VSL control agent.Using the real-time information interaction function of the Internet of Vehicles to optimize the highway traffic environment. Using python for secondary development of SUMO to build the Internet of Vehicles environment, gettingthe traffic status of the bottleneck to calculate the reasonable phase of the ramp signal and the speed limit value of the main lane. The simulation results show that compared with traditional integrated control methods, the new method increased the average speed of the bottleneck by 28%, average occupancy dropped by 18%, evacuation traffic increased by 12%, the total travel time decreased by 21%.
