Safety is the most important aircraft characteristic of concern to civil aircraft manufacturers, operators, authority and the public. During aircraft development phase, the manufacturer conducts safety development in accordance with international standards to identify and minimize safety risks and to ensure the initial airworthiness of the aircraft. During aircraft operation phase, the operator who conducts risk identification and disposition of route events in accordance with the Safety Management System (SMS). This paper proposes a comprehensive safety risk identification and disposition method for aircraft in operation from the perspective of the owner-manufacturer, after the type certificate has been obtained, in order to identify and mitigate or eliminate these risks before they are exposed, to ensure the safety level of the aircraft in operation and to enhance the satisfaction of the operator.
