With the popularization of the concept of clean and low-carbon development, it has become a social consensus to further utilize clean energy such as small hydropower. For provinces rich in small hydropower, taking Zhejiang Province in China as an example, various traditional dispatching methods in the past have never been able to completely solve the problem of optimal dispatching. This paper innovatively proposes a dispatch strategy method based on the joint optimization of provinces and cities, the joint optimization of watersheds, and the joint optimization of cascade hydropower plants, and forms and implements the corresponding algorithm, which better solves the optimal dispatching problem of small hydropower. Based on this, this paper further designs a hydropower smart dispatching platform suitable for the optimization and consumption of small hydropower in the provincial area. The platform has the characteristics of safety, reliability, advanced and practical, open expansion, easy management and maintenance. Realize the problem of intelligent optimization and dispatch of provincial hydropower, and has universal applicability, which can be applied to similar power grids and has general guidance.
