The efficient water distribution in an irrigation district that serves as a major agricultural infrastructure plays an important role in improving food production capacity. The unreasonable ratio of surface water use to groundwater use leads to a significant drop in the groundwater level of the northern irrigation district. Saint-Venant equations in network form have been adopted in this paper to predict the water movement process in the canal irrigation system. The ratios of surface water and groundwater use of every irrigation units for different growth stages during different target years have been studied by using the objective of maximizing the efficiency of surface water utilization, in the southern irrigation area of Qinglongshan irrigation district. Thereby providing technical support for the efficient distribution of water resources in the southern irrigation area of Qinglongshan irrigation district
