Using traffic restriction scheme to encourage carsharing

For the purpose of encouraging carsharing and thereby improving traffic system, we propose a scheme that carsharing vehicles are allowed to enter the traffic restriction district while the solo-driving vehicles are forbidden. A varational inequality is built to describe the travelers’ mode and route choice following Logit mode split and the user equilibrium principle and applied to a numerical example to detect the performance of the simple network. Then we use a bi-level programming to design the optimal restriction area and the proportion. The results show that this scheme is effective in increasing social welfare, and the optimal area and proportion exist. The social welfare is not always higher along with the higher amortize cost of owning a vehicle and the carsharing demand due to the elastic demand.
