The current report of the Intergovernmental Panel on Climate Change (IPCC) shows that the measures taken so far for regional and global climate protection are not sufficient to achieve the goals set. The most recently published report sees an increase in the global mean surface temperature of 1.5 °C at the beginning of the 2030s in all emission scenarios examined. To counteract climate change, the German Federal Government has made many changes and innovations to the Energy Industry Act (EnWG) in recent years. The rate of change in regulation has increased significantly and will continue until the goals of the energy transition are achieved. Hardware- and software-in-the-loop investigation methods have proven their worth in the technical field in recent years. The innovative approach of this work is to simulate the legal changes, like these procedures, already during the determination procedure in a (governmental) regulation-in-the-loop procedure.
